## What changes were proposed in this pull request?
upgrade snappy.version to 1.1.7.3 in pom.xml in order to fix [SPARK-27267](https://issues.apache.org/jira/browse/SPARK-27267)
## How was this patch tested?
when decompressing empty serialized data, spark will not throw Snappy Empty Exception. See [SPARK-27267](https://issues.apache.org/jira/browse/SPARK-27267)
