Currently, for KV API (and for other APIs), all RO transactions are routed by a TX coordinator to the primary replica of the corresponding partition, even though backups may be capable of handling RO requests. This can lead to overloading the primary replica.

It effectively means that for example colocated compute is not actually colocated.

To improve it we can prototype a load balancer (unified for all endpoints initiating RO transactions: SQL, KV, etc.) and verify through benchmarks that performance improves significantly for KV.
