Build stability and Github Actions status

Hi all,

The ActiveMQ build is in better shape now.

We moved to Github Actions, which provides more power than the nodes used
at Apache.
The build time is less than 3 hours instead of 7 which is a huge
improvement and help.
And more importantly, we fixed dozens of flaky tests.

We still have many to fix, but we have way more greens than reds now. I'll
monitor from now on and open invidiual PRs for each flaky test I'll be able
to flag.

Thanks you all for the reviews and merges. It's been painful and a long
journey, but I do believe it's a great investment for future developments.

Just to reiterate what JB said, thanks a lot for the effort to clean things
up, the test improvements are really going to help with future development
work.

Hi Jean-Louis,

Thank you very very very much for your hard work on this.

The CI is now significantly faster and more stable, which gives us much
more confidence as we implement new features.

Let's keep up the great momentum.

Regards,
JB
