ApacheCon: Email going to ASF developer lists

This is a draft of email that will go out to all ASF dev@ and user@
mailing lists probably tomorrow, reminding of the soon-to-close CFP.

It will also be posted to https://blogs.apache.org/conferences/ and sent
out via Twitter.

As you know, I try to send these as infrequently as possible, so as not
to abuse our developer and user communities, so we want to be sure that
it has everything in it that it should, but not so much that people
don't read it.
