   `sdk.properties` contains a timestamp (see line 58) this would mean that whenever the ProcessResource task would re-run that the timestamp would be updated causing the resulting jar and tests and anything else which depended on the runtimeclasspath to re-run.
   what is the problem that this PR is addressing?
