Setting mustunderstand=0

I am using Axis2 1.3.  Is there any non-programatic way to set mustunderstand=0?  I have some services that require that it be 0 while others need it to be 1.  I was hoping there was a way to do this via configuration files, but the only way I have seen so far is to set it programatically which doesn't really work so well when I am using the same code to call different services with different requirements.
