We can remove this file from the build-time config. I think `cert/mr_signer` might be a legacy file before introducing the auditors mechanism.
The MRSIGNER value is initially derived from the `Enclave_private.pem` when signing the enclave in `sgx_link_sign.sh`, and later used in `enclave_info.txt` as described above.
