[Result][Vote] upgrade to Yarn 2.6.0

Hi, all,

It has been quite a while since this vote is out. From the discussion here
and in the JIRA SAMZA-563, I think that we can conclude that we can drop
the support for Yarn 2.4 and 2.5 in Samza 0.10.

Hence, closing this vote.
