   - [X] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar feature requirement.
   
   
   ### Description
   
   Currently all but `common.properties` are managed by Spring properties and we can override them very easily and flexibly (via Java properties or env vars), this is super important and useful in containerized scenarios.
   
   To further make all configurations benefit from Spring managed configurations, we need to refactor `common.properties` as well.
   
   ### Use case
   
   We can override the common properties with the same style of the other configurations, i.e. `-Dxxx=yyy` or `ENV_VAR=ENV_VAL`
