I put up a PR to remove the congestion control feature in 8.0

It is a feature that has been there forever.  Based on feedback from the
community when I investigated the feature a couple years ago, the feature
does not really work and no one uses it.  Presumably it did work at one
time but it appears that there are no current owners of the feature in the
community.  Other throttling mechanisms have evolved over time which are
supported by active community members.
