Fair enough. Let's get to the bottom of it then. Are you willing to go through a little back-n-forth with me to try to find the issue?
Try running the following instead of what you ran. I noticed that your path ref that you provide as the first argument to create is an absolute path. Perhaps you don't have permissions to that dir? Try this instead (assuming there is no "tmp" directory inside your cordova-android/bin directory):
{{./create ./tmp}}
Let's see what happens and go from there.
