You mean test cases for that scenarios also [~jxiang]?  Sorry for the late reply. May be I need to remove those code in deleteMetaRegion() which handles regionInfoOnly and hdfs. What do you say?  Is this test case enough for this issue?  This patch solves what is mentioned in HBASE-8414 also
