Monthly rollover does not rollover at end of month but at different varied periods after it even though timestamp of information in log shows 00:00 has passed.

The monthly rollover does not happen at midnight end of month. Even though 
the logs show that that it has been updated with information after midnight. 
If i continue to log information evry few seconds it does not rollover. 
However once i leave for a few minutes ( 8 or so) and return and log more 
information it will rollover and creating the roll overed log file and 
starting logging for the next month again.
I have debugged through the rollover code and nothing appears out of place. 
Has anyone come across this issue before where the monthly rollover does not 
happen when it is supposed to but then does at a certain period of time 
afterwards ?
