> Service config-groups allow overriding of cluster-default configs for a group of hosts. In a new config-group users have to click on 'override' to override a config. Until the 'override' action is clicked, the value is not editable. 
> The final checkbox however is always editable. It should be moved to the left of the '+ Override' action, and should behave very similarly to the value fields - they should remain disabled in a config-group till the 'override' action is clicked.
