I have added tests that demonstrate the issue in http://svn.apache.org/r1727309 - MockServiceReferencesSortTest (using mocks) and RealServiceReferencesSortTest (via pax exam) demonstrate the different sorting.

The fix is probably simple but it might break existing tests, I'll discuss on list how to best handle this.
