I've tested this now, with nightly build r517867.

Here is what I did :
Start Jmeter
Add Threadgroup to Test plan
Add HTTP Proxy to Workbenh
Set "Target controller" for  HTTP Proxy Server to "Test Plan->Threadgroup".
Start proxy server.
Connect Internet Explorer 7 to the proxy server
Go to http://jmeter.cauni.de/
Check the radiobutton, and click "OK".
Then I get a page, showing "Test passed" in green at the bottom.
Back in Jmeter, stop the proxy server.
Look at the Test plan->Thread group.
For the "/index2.php" HTTP Request, I see that there is one parameter named
"test1", and it has the value "m%E4nnlich" and "Encode?" is false, i.e. not
selected.
Then I add a listener "View Results Tree".
Then I start the test execution.
After it has finished, I look at the "View Results Tree", and find the
"/index2.php" result.
The Request tab looks like this :
POST http://jmeter.cauni.de/index2.php

POST data:
test1=m%E4nnlich

and the Response data tab shows that the test passed.

So I think this bug can be closed, as this bug is no longer present, as far as I
can see.
