   I would like to take the first bounded decomposition slice.
   
   I will start with `tool-schema-builder.ts` only:
   
   - move tool schema binding and provider-specific schema adaptations out of `ai-sdk-backend.ts`;
   - preserve the current `BackendFactory` and public import surface;
   - pass narrow dependencies into the extracted module so it does not depend back on the backend orchestrator;
   - add characterization tests for the current tool-schema behavior, provider-specific lowering, and fail-closed cases;
   - run the Runtime build, typecheck, focused backend tests, and cycle checks.
   
   This first PR will be behavior-preserving and will not also move request capture, streaming projection, or image-overflow recovery.
