During the 1.16.0 release, it was noticed that the steps (primarily library versions) for rebuilding with protobuf-3.6.1 was outdated. 

e.g. the Boost library version for building is reported as 1.53, where as 1.60 in another place. The steps worked on an Ubuntu setup, but failed for CentOS 7x.
