[lake/paimon] Promote existing Paimon log tables to Fluss lake tables

Extract the FIP-25 append-only promotion implementation onto current main.
Derive Fluss metadata from Paimon, register the initial lake snapshot, and
expose the operation through Admin RPC and a Flink procedure.

Align lake API and RPC names, derive auto-partition options without mutating
caller state, and exclude default-only LakeCatalog APIs from coverage checks.
Remove upsert-key validation because Paimon 2.1 no longer defines this option.

Allow the procedure to resume registration after a prior attempt created Fluss
metadata, preserve registered snapshots on retry, and skip repeated enablement.
Carry bucket-count epoch in create-table responses and reject unsupported Paimon
table types when querying the latest data-change snapshot.
