in BOOKKEEPER-874 we introduced the "Explicit LAC", but the interval is configurable in "seconds", and I need to achieve sub-second latency.

So my proposal is to make it configurable in "milliseconds", since 4.5.0 has not yet been released I think it is better to change it as soon as possible
