Simple fix: the error will print out queue info as well now.

> In queue sanity check of CSQueueUtils.java , we are throwing "Illegal queue capacity setting, (abs-capacity=0.00160782) > (abs-maximum-capacity=0.0016027201). When label=[]". Better to add queue name so admin can identify the problematic queue.
