Tracking mentor sign-off

Hi!

in the interest of making incremental progress
I've added a section to the report tracking
lack of mentor sign-off on a per mentor basis.

The idea is simple: and is similar to how we
track missing reports themselves: all the empty
sign-offs are added to this section and then
promoted to the next report (unless a mentor
does sign off).

There's a bit of manual copy-n-paste in that
promotion, so perhaps a .json file tracking
mentors and their sign-offs explicitly would
be better. At this point, however, this would
be considered an improvement for the *next*
report.

Looks good.  Is it worth separating out podlings who did a report w/ no
sign off vs podlings that didn't even try to do a report?  I did this last
month, and see where it got us?
