Latest proposal:
* If a process_pipeline_count is specified use it ... the user is assumed to know the desired parallelism.
* If not specified for a sync deployment use scale out, or caspool size, or 1
* If not specified for an async deployment use caspool size, or 1
Note that for pull services there is no scale-out provided so the last 2 cases apply.
