redirectPort not working properly??

I am using tomcat4.01 running in window2000.  A
non-secure request should redirect to secure server
for which a matching <security-constraint> requires
SSL transport.  It works only if there is no
<auth-constraint> specified in <security-constraint>. 
If <auth-constraint> is present, "The page cannot be
displayed" error is returned.  Could this be a bug in
tomcat4.01?  If not, how to make it work?
