0.20.0

Hi all,

In the coming weeks, we would like to cut 0.20.0 on the master branch. I would
like to volunteer to be the release manager. I've created a ticket to help
track any dependencies:

There are a few features will go out in this release:

Docker support in Mesos (MESOS-1524)
Container level network monitoring for mesos containerizer (MESOS-1228).
Authorization (MESOS-1342)
Framework rate limiting (MESOS-1306)
Restructured python binding (MESOS-857)

Please comment on that ticket or link in any relevant issues!
