   ## What changes were proposed in this pull request?
   
   In the PR, I propose to make casting of `TIMESTAMP` to/from `DATE` independent from session local time zone (and system default time zone) because both types internally contains intervals since epoch (in `UTC`). In this way, they must be converted directly without any shifts.
   
   ## How was this patch tested?
   
   By existing test suites like `CastSuite` and `DateTimeUtilsSuite`.
