I was able to reproduce this bug in OO version 4.0.1. Steps to reproduce the
bug are well documented by sbbedell. Another path of getting to the table
creation dialog is:
1. Open a new OO Writer document
2. Insert (main menu) > Table or simply typing Ctrl + F12 shortcut
3. If the user enters "2e" inadvertently instead of 23 in rows, 'e' is removed
from the string
4. Hit Enter on the keyboard or OK in the dialog box.

Result: Table with 2 rows is created

I also tried this feature in MS Word, but MS word doesn't allow alphabets in
rows and columns field of the "Insert Table" dialog. It gives an error message
instead (see attachment - MS_Word_Error), which seems to be a good way of
handling a situation like this (same as what Michael has suggested below).
