Deserialization will fail if there isn't a message context associated with the DeserializationContext. The DeserializationContext uses the message context to determine the encoding style.

This is the same fix used on AXIS-1585. The fix involves using the Use class to determine the encoding style, if the message context is missing. I've kept the use of Use.ENCODED, however I believe that it would be better to use Use.DEFAULT for both.
