added STATUS file

All--

  I've added a STATUS file at:

  http://svn.apache.org/repos/asf/incubator/openjpa/STATUS

this repeats some information that is covered elsewhere but is useful
for communicating a summary of the committers, issues, status reports,
and releases for the project.  Think of it as the Cliff's Notes for
OpenJPA.  If I've forgotten a committer, my apologies -- please feel
free to add yourself.

  We should keep this up-to-date with relevant information as we emit
releases, add committers, etc.
