### Issue description
In our current backend CI tests, the migrate case frequently fails randomly. You can see a demo on [here](https://github.com/apache/apisix-dashboard/runs/4352169437?check_suite_focus=true#step:12:64).
### Expected behavior
Provide a stable test cases.
### How to Reproduce
When we submit a PR, sometimes the migrate case will have an ensuing error.
