The {{cygwin-sshd-config.sh}} script grants the _Log on as a service_ right to root.  It does not preserve any existing entities which the right had been granted to.  This causes problems when certain roles or features are added.  _Hyper-V_ and _Remote Access_ are known to have problems.

AFAIK, individual users can't be appended to a right's list.  The list must be replaced.  The script should be updated to first retrieve the users granted the right, assemble a list, and then grant the right.
