As part of [AMBARI-20802|https://issues.apache.org/jira/browse/AMBARI-20802] there was a [change| https://github.com/apache/ambari/blob/branch-2.5/ambari-server/src/main/resources/common-services/HIVE/0.12.0.2.0/package/scripts/hive.py#L314-L322] introduced that always create hive scratch dir on local disk.

The scratch dir should be created on local disk only if there is no DFS (eg. HDFS/ADLS/WASB etc) present in the cluster. Only for HMS scenarios should the scratch dir be created on local disk.
