I was able to open the document successfully in Apache OpenOffice 4.1.2 using
Microsoft Windows 10 Pro x64.
If OpenOffice is reporting a document problem and offering auto-recovery, it
may be the result of failing to save a different document properly.

Please explain more about what happens when you attempt to open the document.
Step by step.
If OpenOffice offers auto-recovery, it means that "saved and closed normally"
may have failed.
Also, how big is the document file?

I cannot confirm any problem. I downloaded the document from the link given by
the OP and the file opens fine with the following hardware and software
configuration: System Configuration:
Processor: Intel Core i5 CPU M560 @2.67GHz
Installed Memory: 2.00 GB (1.6 usable)
Operating System: Windows 7 Home Premium 64 bit
Apache Open Office:
AOO412m3(Build:9782) - Rev. 1709696
2015-10-21 09:53:29 (Mi, 21 Okt 2015)
Language: en_US
Additional Language Packs: None
and
AOO420m1(Build:9800) - Rev. 1692551

I would suggest downloading the file to a different area of your hard drive to
see if it could be a bad spot on the disk. Also what operating system are you
using so that someone with that OS can try and see if it is possibly an OS
related problem.

This document contains lot of pictures for 18Mb.
Problems can appear if memory resources are not sufficient.
Install and use PixCompress extension to reduce filesize:
http://extensions.openoffice.org/en/project/pixcompress
