Afterward, I found that it is not about the number of lines in a document.
It happen when I switch to Chinese input method and type a Chinese character and then switch back to English. The cursor shortcut will not work.
I am using Ubuntu 16.04.4 LTS with iBus version 1.5.11.
The Chinese input method is cangjie3
Note that it works fine in Netbeans 7.1. The problem occur just after I upgrade to 7.2
