JIRA issues

JIRA has a nice feature to track issues and releases. Issues can be  
flagged when resolved with the release in which the issue is shipped.  
Once the release ships, the issue can be closed. Once the issue is  
closed, it can no longer be assigned to a release without reopening it.

So, in order to track which issues belong to which releases, JIRA  
issues must not be closed until the release ships. For JDO, this  
means that no JIRA issues should be closed yet. [I've reopened issues  
against the api20 project specifically for the purpose of assigning  
them to the beta release.]
