> It is becoming clear that adding precommit to an existing repo is a painful process due to the exclusions file being fatal.  To work around it, one has to commit the exclusions file then modify the CI process to turn on test-patch.  Instead, test-patch should be smarter and just ignore it if it doesn't exist yet with the expectation that the patch that is getting processed will add it later.
