*Preconditions:*
1. Spark cluster is in running status
*Steps to reproduce:*
1. Reconfigure spark parameter for notebook or spark cluster
*Actual result:*
1. docker is executed
2. notebook or spark cluster status is still in 'Reconfiguring' status
*Expected result:*
1. docker is executed
2. notebook or spark cluster status is updated (failed or running)
In this case docker runs with '1', so instance status should be 'failed' on DLab UI.
