Nope.  Ensuring everything is green via any tools is good enough.

An easy step to do.  Having it there listed as a "blocker" for doing the branch is more about communication and accountability.

Both pass now so can be marked resolved.  If any regressions occur prior to us being ready to branch, then we can reopen and assign the issue to whomever regressed the build or tck.
