Still facing authorization failed error in SVN

Hello there,
Few days back, I had posted issue related to "authorization failed error"
in SVN. I am writing the detailed about that, the reason I had browsed N
number of solutions and could not found proper solution. Detailed
configuration of my system:
   Operating System: Windows 7 Ultimate 64-bit (6.1, Build 7601) Service
Pack 1 (7601.win7sp1_rtm.101119-1850)
Apache tomcat version: 7.3
CollabNetSubversion-server-1.6.17-4.win32 (server version)
TortoiseSVN-1.7.1.22161-x64-svn-1.7.1.msi (client version)
These are the software I had installed as of now and trying the setting
the working copy of subversion.
Before writing the email I had tried with Setup-Subversion-1.8.3 but, no
result.

First: what possible reason to do you have to use Tomcat for this? Apache
works very well and is much better integrated for Subversion with the
"mod_dav_svn" utility. If you need Tomcat for another reason, run it on
another host: I find Tomcat configurations nightmarish to unfurl and the
failure logs even worse to try to interpret.

Glancing online, I see that there is a 32-bit CollabNet Subversion server
with Apache built into it. Can I suggest that you try with this? Unless
your repository is huge, I suspect you'll be better off with the integrated
solution than trying to link and resolve Subversion to Tomcat: I personally
don't know *anyone* who hosts Subversion on Tomcat.
