Brent Worden resolved MATH-120.

    Resolution: Fixed

- added comments about relation to negative binomail and the parameter usage and convention
- add @since tags.
- changed the distribution factory method to be concrete instead of abstract to preserve backwords binary compatability.
- reviewed boundry cases and degen cases and they seem in order and well tested.
