Problem installing Jarkarta-Tomcat

Hi,
I am having problem installing Tomcat_4_0.exe on windows.
I keep getting error message ..
Couldn't find a Java Development Kit installed on this computer.Please
download one from http://java.sun.com.

My confusion is that I actually have installed j2sdk and j2sdkee and
even moved them to varios directories and changed the environment
variables but Tomcat installation still cannot find it.
What should I do about this.What does Tomcat need to see in order to be
happy and install.

I think idiot was chosen because the person would have had to browse
past the mail page with all the rules and then go to the other page.  So
had they taken the time to read any of the first page, then they'd have
known where to post.  

Anyone object to me moving the "general" list to the bottom of the
listings?

You may find that your environment variable JAVA_HOME is not set, how you
set it depends upon what version of windows you are using.
