TestCBlockServer needs to clean up the CBlockManager after the test. Otherwise the RPC port bind exception will be thrown as reported in recent [Jenkins|https://builds.apache.org/job/PreCommit-HDFS-Build/18830/testReport/org.apache.hadoop.cblock/TestCBlockServer/org_apache_hadoop_cblock_TestCBlockServer/].
