On the mailing list we'vee agreed to keep build/test instructions to {{BUILD.md}} files in Github, and have our wiki reference them, rather than duplicate information and keep it in sync. This JIRA will contain the initial move, after which minor updates can be done without separate JIRAs using [Documentation] commits.

I suggest that we move:
 * Java build/test instructions to lang\java\BUILD.md
 * .NET build/test instructions to lang\cs\BUILD.md
 * instructions on running code quality tools should also be moved to corresponding folder.
