   A clear and concise description of what the problem is. Ex. I'm always frustrated when [...] 
   For an expression `concat(col1, 'a', 'b', col2, 'd', 'f', ...)` we can simplify it to `concat(col1, 'ab', col2, 'df` ...)`
   
   **Describe the solution you'd like**
   A clear and concise description of what you want to happen.
   1. Ignore all `null` literals
   2. cast all literals to `UTF8`
   3. concatenate contiguous literals.
   
   **Describe alternatives you've considered**
   A clear and concise description of any alternative solutions or features you've considered.
   We could not do this.
   
   **Additional context**
   Add any other context or screenshots about the feature request here.
