GlobalInitScript/ServerInitScript overlapping functionalities

After the introduction of the ServerInitScript initialization
script, the existence of GlobalInitScript has lost its
rationale. In fact, ServerInitScript has proved to be much
more efficient and it has effect when SeparateVirtualInterps
is off, just like GlobalInitScript.

global_init_script configuration script might be kept for
compatibility and it could be appended to server_init_script
when the configuration is done. Alternatively GlobalInitScript
directive might fall back to ServerInitScript
