no response about exception (new user)

I had sent a message last week about which build to use with Tomcat 3.1 and
no one replied.
Over the weekend I tried Struts 0.5 and still get this exception:

(From any link beyond the root struts-test or from struts-example,
struts-documentation works fine.)

java.lang.NoSuchMethodError
        at
org.apache.jasper.compiler.TagLibraryInfoImpl.createAttribute(TagLibraryInfo
Impl.java:502)
...

Any idea where I screwed up?
