i have define ClientIdValidateException runtime exception, and modify MQTTProtocolHandler

when device connect server with not null client_id; my 

ActiveMQSecurityManager5 will validate zhe client_id; and validate zhe client_id is legal or not, when it illigal then throw ClientIdValidateException and return 

MQTTReasonCodes.CLIENT_IDENTIFIER_NOT_VALID code to zhe client
