The release was created on 2022-08-22, voting closed 2022-09-07, and since 2022-09-08 the artifacts are available.
Apache releases are created and then go through a round of final testing by PMC members, who vote on it. Once any problems that are still found in this final testing, if any, are resolved and there are enough positive votes, the release gets published. This time I was on vacation and could neither test nor vote.
