xsl vs cocoon

Hello!
Just started trying to understand cocoon. From the Introduction
the logic-content-style model is clear and impressive.

CAn I call cocoon as a two layered XSLing?
cocoon <-???-> xsl on xsl


with the lower xsl generating the content from the logic.
