-----------------------------------------

There's a PR up for this: https://github.com/apache/hadoop/pull/575

This patch has been sitting around neglect for a long time. I know, this tightening down of "What things do" is a part time activity for all of us, but its important and once it's in people will appreciated it. Can I get some more reviews please? Thanks

> Write down what a Filesystem output stream should do. While core the API is defined in Java, that doesn't say what's expected about visibility, durability, etc —and Hadoop Syncable interface is entirely ours to define.
